Apple requires all third-party apps (e.g. BusyCal) to use an app-specific password to sync with iCloud. A prerequisite for creating an app-specific password is that you must enable two-factor authentication. So you will have to do both. You'll find full instructions here:

If you do not want to enable iCloud two-factor authentication and use an app-specific password, your options are:
A) Switch from BusyCal to Apple Calendar and continue syncing with iCloud.
-or-
B) continue using BusyCal but switch from iCloud to Google Calendar.
